What are the objectives of the "Youth in Charge" program? The Program aims to encourage and empower Youth groups to take charge, lead and implement projects that are important to them, and which will make a difference to the community.
PARTICIPATION
Who can participate? Any Malaysian and non-Malaysian who is 18 years & above may register to participate.
Who can submit projects? Youths between the ages of 18 to 35 may submit projects but project leaders must be Malaysians.
Are non-Malaysians allowed to be project leaders? No, project leaders must be Malaysians. However, team members of a project may comprise both Malaysians and non-Malaysians. Non-Malaysians may also register to participate in other ways, e.g. to vote or to show support for projects submitted.
What should the project team size be? Team leaders shall decide on the appropriate number of team members for their projects but each team should be made up of not less than 5 persons.
What should be the age of team members? All team members should be between the ages of 18 to 35.
Who can register as a potential Mentor? Anyone who has specific expertise in any area relating to any of the projects submitted and who wish to offer mentoring guidance on a voluntary basis may register as a potential Mentor. Magnum will screen all potential Mentors who have registered, following which Magnum will publish a panel of approved Mentors on the website for the winning project teams to contact directly.
What is the role of a Mentor? Team leaders of winning projects will be provided with the names and contacts of the panel of approved Mentors. Should a team wish to enlist the help and guidance of an approved Mentor, they should contact the Mentor directly and it is entirely up to the Mentor's discretion whether or not he or she is available to work with the said team. The services and guidance offered by a Mentor are strictly on a voluntary basis and at the Mentor's own expense.
Can anyone register as a Volunteer? Those who wish to volunteer their services for any of the projects in this "Youth in Charge" program should contact the respective Project Leader directly. Please refer to the relevant project web-page for the contact details.
PROJECTS
What projects may be submitted? Any project which can benefit or make a positive change to the Malaysian community or an organisation may be submitted. Examples of projects can range from upgrading the facilities at your neighbourhood park to creating a website to market the beautiful handicraft made by an orang asli kampung.
What do you mean by Project BIG and Project SMALL? Project BIG are those projects where Magnum will match funds raised by the team Ringgit for Ringgit up to RM25,000 . Project SMALL are those projects where Magnum will match funds raised by the team Ringgit for Ringgit up to RM5,000.
Can political or religious projects be proposed? No. Project objectives should be apolitical and non religious.
Where should projects be located? Projects proposed should be located within Malaysia, including Sabah and Sarawak.
Who will benefit from the projects? Projects submitted should benefit the Malaysian community. However, the greatest beneficiaries would be the team members themselves, the learning experience, the sense of achievement and the feel good factor from the giving. Youths who are prepared to take charge will benefit the most.

PROJECT SHORTLISTING
How are projects shortlisted? All projects submitted will be screened and evaluated by Magnum based on various criteria including the extent of benefits of a project to the community, implementation feasibility of the project, team structure, fundraising methods of the team, etc. Up to 10 Project SMALL projects and up to 5 Project BIG projects will be shortlisted for on-line public voting.
Can appeals be made in respect of projects that have not been shortlisted? Magnum's decision on the projects shortlisted for online public voting as announced and published on the "Youth in Charge" website is final and no appeals will be entertained.
VOTING
Who can vote and for how many times? Any member of the public 18 years & above who has registered can vote. Each person is allowed to vote only ONCE for Project SMALL and ONCE for Project BIG project.
How are winners selected? For Project SMALL, each voter shall vote for 4 of his/her favourite projects and rank them in order of preference. The project that a voter ranks 1st will receive 4 points, 2nd in ranking will receive 3 points, 3rd in ranking will receive 2 points and 4th in ranking will receive 1 point. The 4 winning Project SMALL projects are those that have accumulated the highest number of points during the public voting period. (Latest Update : Since there are only 2 Project SMALL projects, each voter shall vote for either of his/her favourite project or vote that both projects be supported).
For Project BIG, each voter shall vote for 2 of his/her favourite projects and rank them in order of preference. The project that a voter ranks 1st will receive 4 points, and the 2nd in ranking will receive 2 points. The 2 winning Project BIG projects are those that have accumulated the highest number of points during the public voting period.
Can appeals be made in respect of projects that have not been voted in by the public? Winning projects as announced and published on the "Youth in Charge" website is final and no appeals will be entertained.
FUND RAISING
Who is responsible for raising funds for the winning projects? Each winning project team is required to raise funds for their own project. Magnum will match the amount raised Ringgit for Ringgit up to RM 5,000 for Project SMALL projects and RM25,000 for Project BIG projects.
Are project teams free to decide on the nature of their fundraising activities? Yes, winning project teams are free to plan their fundraising activities. However, they are required to submit their fundraising plans to Magnum, and Magnum must be informed of any changes to the plans. Magnum reserves the right to disallow and/or stop a particular fundraising activity if such activity is deemed by Magnum to go against public interests.
What happens if the funds raised are inadequate to achieve the objectives of the project? Where funds raised do not meet the targeted amount, the project team will be advised to scale the project down proportionately, if possible. If not, the proposed project may be terminated. In the event of termination, all the funds raised will be donated to registered reputable charitable organizations in Malaysia identified by Magnum.
What happens if there are surplus funds after project completion? The surplus funds will be donated to registered reputable charitable organizations in Malaysia identified by Magnum.
Can the public make donations to the winning projects? Yes. Each winning project will be assigned a specific eCSR banking account and the public may remit their donations directly into these accounts.
Are cash donations allowed to be collected for fund raising? Yes. If winning project teams wish to solicit cash donations at public areas, they are required to secure the relevant permits, where applicable, and provide detailed forms for records, acknowledgement and accountability.
How should cash donations collected be dealt with? All cash donations collected must be deposited in the designated eCSR banking account assigned to each team.
When will Magnum remit the matching funding for each project? When donations and/or proceeds from fundraising activities deposited in a project team's designated eCSR banking account reaches the benchmark RM5,000 for Project SMALL and RM25,000 for Project BIG, Magnum will allocate the matching funding towards the project.
FUNDS DISBURSEMENT
How are funds for the projects released to the winning teams? The funds shall be disbursed as required for the winning projects upon achievement of pre-set milestones which would have been indicated in the implementation plans.
How long will it take for funds to be disbursed? Within 7 working days of an approved request.
PROJECT PLAN & ACTIVITIES
How much time is allowed for the project to be completed? Winning projects are required to be completed within six (6) months for Project SMALL and six (6) months for Project BIG from the respective date of announcement of winners.
Are project teams free to decide on their implementation plans? Yes, project teams are free to determine their implementation plans. The implementation plans should incorporate pre-set milestones for the progressive release of funding for the project. The implementation plans must be submitted to Magnum before commencement and Magnum must be duly informed of any changes.
Can the implementation of a winning project commence before all the required funds have been raised? It is preferred that project teams concentrate and complete their fundraising activities first before the actual implementation of their project. This is to ensure that there will be sufficient funds for the completion of the project.
What assistance is provided by Magnum during project implementation? Magnum will provide guidance and publicity for the project.
What if a project cannot be completed within the stipulated time? Ongoing progress of the project is expected to be monitored by the team and difficulties encountered along the way should be dealt with in a timely manner. However timeline overruns may be allowed if circumstances causing delays are not within the team’s control.
Is a Project Mentor absolutely necessary? Team leaders of winning projects will be provided with the names and contacts of the panel of approved Mentors. Should a team wish to enlist the help and guidance of an approved Mentor, they should contact the Mentor directly and it is entirely up to the Mentor’s discretion whether or not he or she is available to work with the said team.
MAGNUM OBSERVERS
How will Magnum be involved with the Winning teams? Magnum will assign up to 3 observers to each winning team for the whole duration of the project fundraising and implementation stages.
What is the role of the observers from Magnum? Magnum observers will take note of the activities carried out by the teams and comment on their relevance in achieving project objectives. They shall also continuously review the management and progress of the projects.
What if the observers are not satisfied with the progress of the winning projects? During project implementation, activities held should be directed towards achieving project objectives. However, if the activities carried out and / or the usage of funds are not conducted in a satisfactory manner, then Magnum reserves the right to vary or terminate the project. If this happens, the unutilized funds, if any, shall be donated to registered reputable charitable organizations in Malaysia identified by Magnum.
MINI GAMES
What is the purpose of the Mini Games? This is a game introduced to generate some fun and excitement for those who participate.
How does the Mini Game work? Each registered participant who has completed the voting process will be asked if they want to also participate in the Mini Game. For those who have opted to participate in the Mini Game, a random pair of 4-digit number will be generated for the participant.
How many prizes are there in the Mini Game and how are winners determined? There are 3 Prizes to be won. 3 pairs of 4-Digit numbers will be randomly selected and the registered participants with these pairs of 4-Digit numbers shall win the Prizes. Details of the 1st, 2nd and 3rd Prizes are in the Program Overview.
How would I know that my pair of 4-Digit number has won in the Mini Game? The winners will be notified via email and their names will be published on the website.
Can I donate the cash portion of the prizes to any of the selected Project SMALL or Project BIG projects? The cash portion of the prizes are to be donated to a registered charitable / community association in Malaysia of your choice, or to any of the winning Project SMALL or Project BIG projects.
What if the prizes listed in the Program Overview are not available? Magnum will replace the prizes with items of similar value.
How and when should the Mini Game winners claim their prizes? Mini Game Winners must claim their prizes within 30 days from the date of announcement of the results, failing which their prizes will be forfeited. Mini Game Winners will be notified where and when to claim their Prizes.
